Chelsea Planning Commission approves zoning amendment for churches

Following a public hearing, the Chelsea Planning Commission unanimously (Sarah Haselschwardt and Erik Larsen absent) approved allowing churches to exist in the area of the Chelsea Clocktower.

That approval now becomes a recommendation to Chelsea City Council for an amendment to the C-6 Zoning Ordinance regarding churches in the central business mixed use district.

Pastor Josh Kuck applied for the property at 318 and 320 North Main St. to be used as the Main Street Church. Currently McKinley Properties has a land use permit to operate a community event center there.

There was also a public hearing regarding a special use permit for Chelsea Motors to create a used car sales lot at 1445 S. Main St. The planning commission unanimously voted to table the Chelsea Motors request until the next planning commission meeting on March 21.

The property at 1445 S. Main St., which is the previous home of Heim Gardens and the Palmer Used Car Sales Lot, is currently zoned Restricted Commercial C-4.

Due to concerns expressed by Chelsea City Engineer Christine Linfield and members of the planning commission about safety concerns due to the property having frontage on both M52 and Old Manchester Road, as well as requests for public sidewalks and landscaping along Old Manchester Road, Chelsea Motors was asked to return next month with an updated drawing.

The planning commission tabled the Gestamp Amendment Landscape Plan Update, which is expected to be on the agenda at the March 21 meeting. The city manager asked for preliminary concept sketches to share with the Parks Committee, which meets on March 5. The Gestamp manufacturing facility, which is located at 5800 Sibley Road, was asked at the planning commission’s November 2017 meeting to hire a landscape architect to create a 3-dimensional version of its plan.
