Changes in staff positions on the City Council agenda tonight

As Terri Royal finishes out her last week as the clerk/treasurer for the City of Chelsea, two appointments are on the agenda to fill her shoes.

Royal has accepted a job as the clerk in Saline and tonight will be her last City Council meeting.

Administrative Director Kim Garland has recommended that current Deputy Clerk Laura Kaiser be promoted to the clerk position.

In an effort to promote staff from within the city offices, Kaiser has been deputy clerk since July 2010. She’s described as “an exceptional team member and is looking forward to taking on this new role,” Garland says in the agenda item summary.

In her current position, she’s had an opportunity to work closely with the clerk and learn many of the job’s responsibilities.

If approved by the City Council and because of the additional responsibilities, a 5-percent increase in pay grade for Kaiser is being recommended.

City Manager John Hanifan has recommended that Garland take over the roll of the city’s treasurer. He says she currently performs a number of these duties and has overseen the treasury function since she was hired as the city’s Administrative Director in December 2006. If approved the the City Council, Garland’s pay and benefits would remain the same, but her current contract would be terminated since her job responsibilities would change.

And, if Kaiser is approved as the new clerk by City Council, Garland is recommending that Karon Barbour become the new deputy clerk. Barbour has served for 12 years as the “technical administrative assistant” in the planning and zoning department. In her current position, she works closely with both the Planning Commission and the Zoning Board of Appeals.

Garland says, if approved, the role of deputy clerk will be part of a new accounting assistant/deputy clerk position in the city offices.

Also among the meeting agenda items are:

A citizen’s request from Jim Myles to help the Chelsea Historical Society, Preservation Chelsea and the city’s Downtown Development Authority (DDA) find a permanent location in the downtown for the city’s National Register Plaque.

A report from the city’s DDA about its recent activities.

A request from the city manager for permission to send a letter to the Sylvan Township Board to set a joint work session “to begin discussions and fact finding for possible regional solutions for water and wastewater treatment,” according to the agenda item.
