Chelsea City Council Amends Fee Schedule

The Chelsea City Council approved another special event permit for this year’s Sounds and Sights Festival – the First Congregational Church’s annual BBQ chicken dinner planned for Friday, July 29.

The church was given permission to use a public driveway on East Middle Street on the south side of the church from the evening of Thursday, July 28 through Friday, July 29 for the event.

The City Council also unanimously approved a standard contract between the city and MDOT for maintenance along M-52, which is a state highway.

The City’s Parks and Recreation Commission submitted a set of bylaws and the City Council unanimously approved that document as well.

Last on the council business agenda was an addition to the city’s fee schedule – an amendment to the city’s fee schedule that covers the costs of reviewing plans for possible consideration of a 425 agreement.  A Lima Township developer has submitted plans to the city.

The new fee is $2,600, plus $25 per acre and $35 per unit for multiple housing, condominium, site condominium, unit, platted subdivision or mobile home park.

During public comment, four people spoke in favor of the proposed Main Street Park project, slated for the old Federal Screw Works property, and several asked the City Council to invest in better equipment – especially for sound quality – for those attending public meetings virtually via Zoom.

Bill O’Reilly of the Chelsea Senior Center gave a presentation highlighting the efforts of the organization. The presentation included an annual funding request prior to the City Council’s May budget discussions. (The highlights of his presentation can be found below.)
