Chelsea City Council Approves Design Services for Non-Motorized Pathway Extension

Build Week is taking place at TimberTown, and volunteers are still needed. Chelsea City Manager Marty Colburn reminded everyone at the Aug. 5 Chelsea City Council meeting that there are still plenty of opportunities to volunteer this week.

Colburn also announced that Chelsea City Hall now has an ADA (Americans with Disabilities Act) entrance door.

At the August 5 meeting, Chelsea City Council approved a proposal from Midwestern Consulting, LLC for surveying and engineering design services for the non-motorized pathway extension southwest from the Border-to-Border trail located in the northwestern section of Chelsea for a not-to-exceed fee of $20,000. The proposal includes three tasks: 1.) $3,000 for the conceptual design, 2.) $11,000 for the survey, and 3.) $6,000 for the pathway design.

Also approved was Change Order #1 for the West Middle Street reconstruction project in the amount of $18,000 to Midwestern Consulting. Due to abandoned underground pipes, the subcontractor had to come back to do additional backfill work, which added an unscheduled workload.

At the meeting, Assistant City Manager Susan Montenegro was appointed (6-0, Kate Mehuron absent) as the Title VI Non-Discrimination Plan Coordinator. The purpose of the plan is to provide fairness and equity in all of its programs, services, and activities, which must abide by and enforce federal and state civil rights legislation.

Council approved Draft Ordinance 187, Local Officers Compensation Commission (LOCC), at its first reading. The city manager and city attorney are assigned to develop an ordinance outlining the role and responsibility of the LOCC. Language in the draft ordinance mirrors requirements found in State Law MLC 117.5c.

Also approved was an expenditure of $14,000 to procure professional services from IMEG Corp. to provide a sanitary sewer capacity study to be completed by the first week of November.

The quote from Grass Lake Concrete in the amount of $16,659.00 – to put a concrete approach in front of a storage building at the water treatment plant site – was approved as well.

Chelsea City Council meets next on Monday, Aug.19, at 7 p.m.
