Chelsea City Council Hears Audit Presentation

A presentation on the City of Chelsea’s finalized financial audit for 2023-2024 was presented by Plante Moran to Chelsea City Council at its Nov. 25, meeting. (An overview of the audit report is at the end of the story.)

In a separate presentation, Patrick Bowland, director of the Michigan Municipal Purchasing Authority (MPPA), provided an overview to council. Both the City of Chelsea and Chelsea’s electric company are members of MPPA.

Following the presentation, council approved the Energy Services Project Power Purchase Commitment Authorization between MPPA and the City of Chelsea over a nine-year period, from January 1, 2027 through December 31, 2035, in the amount not to exceed $6,170,608.88, and authorizing the city manager as the member authorized representative to sign the agreement.

Council also approved a request to permit an exemption to the noise ordinance to allow a New Year’s Eve performance at the Chelsea Depot until 12:15 a.m.

In another motion, council approved directing staff and legal counsel to draft a city ordinance, similar to the 2017 Ann Arbor Ordinance Solicitation of Immigration Status, to provide guidance to city staff when a public servant may or may not solicit asking a person questions regarding their immigration status.

Council approved payment in the amount of $27,415 to Hardrock HDD, Inc. to install underground electric lines from Palmer Park to the new Main Street Park location.

Also approved was a motion to give authorization to the city manager to approve payables processed between Dec. 5, 2024, and the first council meeting in January 2025, not to exceed $250,000. The purpose of the motion is to ensure timely payment during the holiday season when there are no council meetings.
