Chelsea DDA approves 20-21 budget; plans Thursday work session on marketing

On Thursday, April 16, the Chelsea Downtown Development Authority board held a teleconference meeting during which the appointed officials unanimously approved an about $421,000 budget for 2020-2021.

The budget anticipates about $421,000 in revenues for the year from Tax Increment Financing, real property taxes, personal property taxes, local community stabilization share, fees and interest and dividends.

Chelsea City Manager John Hanifan called it a “status quo” budget but he said that there were still some uncertainties about state revenues.

Included on the expense side was the appropriate percentage of city staff wages, meeting video taping and the Chelsea Area Garden club request for planting the flower beds throughout the downtown.

Repairs and maintenance as well as bathroom cleaning for the Palmer Commons lot is included in the budget.

The DDA budget now goes to the Chelsea City Council that will begin its budget deliberations on the city budget for the upcoming fiscal year.

It was also announced that MDOT plans to finish paving work on Main Street near the railroad tracks during the week of April 27. Hanifan said it should take a couple days. No date has been set by the state for repainting the parking spaces, however.

Also included is $60,000 in the special projects line item for to be determined projects in the 20-21 budget year.

A teleconference work session is planned at 8 a.m. Thursday, April 23 to discuss marketing in the downtown development area.
