Chelsea Human Rights Commission discusses draft resolution, annual plan

The Chelsea Human Rights Commission is moving forward to create its own H.R. 5 Equality Act resolution. That follows the 4-3 vote approval by the Chelsea City Council Nov. 4 in support of the HRC doing so.

The H.R. 5 Equality Act is a federal bill that was passed by the U.S. House of Representatives in May of 2019 and would amend the Civil Rights Act to “prohibit discrimination on the basis of the sex, sexual orientation, gender identity, or pregnancy, childbirth, or a related medical condition of an individual, as well as because of sex-based stereotypes.”

At its Nov. 6 meeting, the HRC (Joanne Ladio absent) approved giving HRC President Susan Morrel-Samuels the responsibility of revising a sample resolution designed for municipalities to mirror the language in the HRC’s own discrimination policy and create a resolution that she will bring back to the HRC for approval.

Once the HRC approves a resolution, it will be up to the City of Chelsea staff to draft a resolution for City Council to vote on.

Also discussed was Martin Luther King Day in January and a program that the Chelsea District Library is planning that will include someone from the ACLU talking about grass roots organizing. Morrel-Samuels will learn more and share it at a future HRC meeting.

The HRC needs to submit its 2020 annual plan to City Council by early February 2020 so members discussed some ideas for next steps, which they will continue to work on and include in the plan.

The HRC meets the first Wednesday of the month and has its next meeting on Dec. 4 at 6 p.m. in City Council Chambers. Members also agreed to tentatively schedule a work session to discuss its annual plan on Dec.11 at 6 p.m.
