Council to discuss updated banner policy, answer council candidate questions

Those interested in applying for the open City Council seat are encouraged to come to the Chelsea City Council meeting Tuesday, Nov. 27 to ask any questions they might have as the deadline for the application period ends Friday, Nov. 30.

Among the agenda items is a discussion of an updated policy for posting banners on the downtown and southtown poles, which are available to promote events taking place in the city.

According to the proposed policy, the banner spaces are available to charitable organizations, local government, non-profits and local civic organizations in the Chelsea area. Political organizations are not included in the eligibility list.

Downtown, there are banner locations on Main, Middle, Park, South and Orchard streets as well as along M-52 in the “south business district.”

“The City of Chelsea and the Chelsea Downtown Development Authority makes available certain city light standards and poles for the display of vertical banners in order to promote the visual interest and economic vitality of the Chelsea downtown and Main Street/M-52 corridor,” the purpose statement of the police states.

The administrative director will have review and administration of the placement of the banners.

“Applications shall be submitted no later than 14 days prior to the first date of the proposed display period,” the proposed policy states, and priority goes to city events such as Hometown Holiday, Sounds & Sights, Farmer’s Market, the Chelsea Community Fair “or other seasonal or decorative banners designed by the City of Chelsea of the Chelsea DDA board of directors,” and in some instances, the library.

The city must receive the banners (and there is a list of regulations about fabrics and what can be printed on them) no later than one week before the first date of the scheduled display.

There is a $10 application fee and $20 fee for the first banner and $5 for each additional banner for installation and removal.

The City Council meeting begins at 7 p.m. in the council chambers inside the new police station.
