Rockwell Building Plans Presented to Chelsea City Council

Developers interested in rehabilitating the Rockwell Building at 301 N. East St. in downtown Chelsea gave an overview presentation of the project to the Chelsea City Council on April 5.

Tri Terra, the developer, plans an about $9.2 million investment to create 51 loft units in the 43,752- square-foot building that sits on .33 acres.

Twenty studio units, 22 one bedroom and 9 two bedroom apartments are planned and priced at about $1.64 per square foot. They will include Energy Star appliances and quartz countertops. Each unit will have a washer, dryer and dishwasher and have secure keyless entry. Also planned is indoor bike storage and a dog run.

A new roof and elevator are also part of the preliminary presentation plans.

The project also includes asbestos, lead paint and other environmental contaminate abatements and the developers have requested a public hearing and approval from the City Council for a 10-year commercial rehabilitation exemption certificate for the facility that has been declared functionally obsolete.

The developers are in the process of applying for additional funding from the county through the Brownfield Redevelopment Authority as well as several applicable state redevelopment grants.
