Roy Atkinson: Chelsea’s New City Manager

Roy Atkinson’s 3-year contract was unanimously approved on June 9 at a special meeting by the Chelsea City Council with two members absent.

The contract will commence no later than June 27 and be automatically renewed for additional three-year blocks of time unless the city gives him 3-months notice in writing that the contract will not be renewed.

He will begin his service to the city with a salary of $130,000 that will be paid in bi-weekly installments. This is step one of the city’s salary scale for a city manager.

He shall have a yearly review and the contract anniversary date will be July 1.

In addition, he was given a $2,000 moving allowance and a $200 per month car allowance.

Among the other contractor provisions are that he will be issued a cell phone and receive a pro-rated amount of paid time off of 144 hours beginning June 27 that will be banked. Each year thereafter, he will receive 288 hours, which is the full amount of a tier two employee.

The city will contribute 8 percent of his salary to his pension fund and the city will provide the necessary funds for professional development including memberships in professional organizations, funds to attend conferences and workshops and funds to enroll in relevant classes and to join local community organizations.
