Chelsea Planning Commission Approves Astor Daycare Facility Combined Site Plan

By Lisa Carolin

A combined preliminary and final site plan for the Astor Daycare Facility at 128 Van Buren St. (south of Van Buren Street and east of South Main Street) was approved by the Chelsea Planning Commission at its Oct.18 meeting following a public hearing.

The approval is contingent on existing trees on the site being evaluated as well as the Zoning Board of Appeals approving the size of the play area.

The Astor Daycare Facility plans to offer full daycare for 6-week-old to four-year-olds as well as an after-school program for children ages 5-12. The facility is licensed for 142 children during the school year, though the initial plan is to have 76 children. The facility will be open from 7 a.m.-6 p.m. and hopes to open next spring.

The planning commission also approved the Westchester Farms final PUD site plan for Norfolk Homes to develop a 16-acre vacant parcel of land along the western border of the City of Chelsea along Cavanaugh Lake Road.

The site plan is for eight 3-story residential buildings, each with 12 units for a total of 96 units. Although the parcel is in the City of Chelsea, the utilities will be provided by Sylvan Township. The approval is subject to a number of conditions regarding specific trees and plants.
