Comment on 2020-2023 draft State Transportation Improvement Program

In an effort to emphasize and strengthen partnering efforts with transportation stakeholders and the general public to maximize resources, the Michigan Department of Transportation (MDOT) is making the latest draft of the State Transportation Improvement Program (STIP) available for public review and comment.

The STIP is a federally required planning document listing the road, bridge and transit projects located in rural areas that the state plans to fund with federal aid. 

The 2020-2023 STIP is available online through Aug. 15 at www.Michigan.gov/STIP. Copies also are available at MDOT region offices and Transportation Service Centers throughout the state, as well as regional planning agencies and metropolitan planning organizations (MPOs) statewide. A complete list of review sites is available online.

The STIP includes all federal-aid transit projects, rural federal-aid road projects and federal-aid road projects in small urban areas. MDOT projects within metropolitan areas with populations of 50,000 or more are included in the Transportation Improvement Programs (TIPs) prepared by MPOs and are referenced in the STIP.

A compilation of transportation projects that will be authorized for federal and state funding for the 2020-2023 fiscal years beginning Oct. 1, the STIP also includes important information regarding the transportation planning process. Public involvement activities and a financial plan that compares annual resources to new commitments also are included in the STIP.

Michigan’s transportation programs are primarily funded with federal funds provided under multi-year federal authorization acts. Federal surface transportation funds are generated from federal motor fuel taxes and certain excise taxes and are distributed to states by formula. Despite funding challenges and declining state revenues, the 2020-2023 STIP includes $5.4 billion for roads and bridges, and $1.7 billion for transit.

Copies of the STIP can also be requested via e-mail at [email protected] or phone at 517-335-4381. Comments must be submitted to www.Michigan.gov/STIP by Aug. 15. MDOT welcomes public comment on the draft STIP via social media as well, including Twitter (@MichiganDOT) and Facebook (@MichiganDOT).

Public comments will be summarized in the final STIP that will be submitted to the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) for review and approval. The STIP is expected to receive final approval by Oct. 1.
