Chelsea City Council, planning commission discuss proposed Master Plan

By Lisa Carolin

The Chelsea City Council and the Planning Commission met for a joint work session on Aug. 15 to review the draft Master Plan.

Paul Montagno, a planner for consultant Carlisle Wortman, guided the session.

“The planning commission has done a tremendous and thorough job of working through this process,” said Montagno. “It’s intended to be a comprehensive vision for the future and a policy framework for decision making.”

City Council member Melissa Johnson said the Master Plan is too broad in its scope.

“I’d like to see all recommendations go back to land use,” Johnson said. “The scope is greater than what I’m comfortable with. The economic policy is way too broad.”

City Council member Marcia White, who formerly served on the planning commission, told commission members, “You’ve completed exactly what we asked you. I’d like to thank the planning commission for all its time and effort.”

City Council member Peter Feeney suggested getting feedback from some of the stakeholders. Montagno said the city website has been available through the process to get community feedback. There is a 63-day window, which ends Sept. 11.

It was decided that there will be another work session with the planning commission and council scheduled for Wednesday, Sept. 6 at 7 p.m. at council chambers.

The next step will then be for the planning commission to review comments received and have a public hearing, after which it can adopt the Master Plan and make a recommendation to city council to adopt the plan.
