Chelsea Human Rights Commission forwards complaint

By Lisa Carolin

If the Chelsea City Council approves the Human Rights Commission’s plan and survey without changes at the Council’s Dec. 18 meeting, then the HRC won’t meet again until January.

That was decided at the HRC’s Dec. 6 meeting.

HRC President Lynn Fox spoke at the Nov. 27 City Council meeting about the group’s plan to offer surveys to groups and individuals to help identify the community’s human rights priorities.

At the HRC’s Dec. 6 meeting, members discussed a complaint report from the City of Chelsea’s Attorney Peter Flintoft. HRC members agreed that it is not their job to determine if discrimination took place.

They unanimously approved a motion to ask City Manager John Hanifan to inform the City Attorney that the HRC is not allowed to do conciliation.  And, in addition, to inform the complainant that her correspondence of Dec. 6 has been forwarded to the City Attorney because the HRC is not empowered to determine whether specific instances of discrimination have occurred.
