Chelsea City Council expected to hear complete streets presentation, discuss rate study

The Chelsea City Council will hear a presentation on complete streets on Tuesday, March 12 before it discusses its newest utility rate study and a request for the use of Timbertown on six various dates by the Monitor Base Ball Club of Chelsea.

The rate study looks at all three utility funds – wastewater, water and electric – and a new study is compiled for the city every three years. Historically, the City Council has used a rate study to determine the city’s rates for the upcoming year.

Included in the report are revenue and expense projections, historical data and staff proposals for city utility rates.

A 3-percent increase is proposed in water rates, a 12-percent increase in wastewater (sewer) rates and a 2-percent increase in electric rates – all of which the City Council is expected to discuss.

  • “The city staff recommends a base rate increase of 3 percent for the fiscal year beginning July 1, 2013,” according to the water rate portion of the study.
  • “The city staff recommends a base rate increase of 12 percent for wastewater for the fiscal year beginning July 1, 2013. This is 6-percent lower than the original rate study and is expected to be the last ‘double digit’ increase for the foreseeable future,” the study states.
  • “The city staff recommends a base rate increase of 2 percent for electric for the fiscal year beginning July 1, 2013. This will decrease the PCA – which captures short-term changes in purchase costs – and should have no further impact on customer rates,” the rate study states.

These proposed increases take into account current, historic and projected use in all three funds.

The rate study was compiled by city staff and reviewed by its auditing firm.
