Chelsea’s Human Rights Commission has a new member, Kathryn Tinsley, following the unanimous approval of her appointment at the Chelsea City Council meeting on March 1.
Tinsley was the only applicant for the open position and a 2007 Chelsea High School graduate. She said on her application that she’s lived in Chelsea on and off for the last 18 years and is a small business owner.
The City Council also unanimously approved revisions to its council rules and city board, committee and commission handbook that followed a discussion of this topic during the city’s visioning session in early February.
Among the changes are two major categories – communications and conduct.
Under conduct, all elected and appointed council and board members should adhere to the city’s revised social media policy, and all official communications of the city and its boards shall be issued by the City Administration.
Among the changes under conduct, is full disclosure of any public duties in which members have a legal or fiduciary duty to another organization or entity.
Under compliance with the law, City Council members and board members must adhere and follow all laws and not act outside the scope of their defined authority.
And honesty: City Council Member and board members shall act in good faith and shall not misrepresent facts, laws or processes where such is ascertainable and/or verifiable.

In other business, the City Council approved a budget work session or sessions starting with Monday, May 3 from 6-7 p.m. in the City Council Chambers. A second date of Monday, May 10 from 6-7 p.m. was also unanimously approved if needed.
Each year, city administration gives a draft budget to the City Council in late April and then one or more work sessions take place to discuss the proposed budget. In mid-May a public hearing takes place on the proposed budget followed by the proposed utility rates at the second meeting in May and the City Council approves and adopts the city budget in June.
The City Council also revisited its 2021 poverty and hardship guidelines, approving them with minor changes.
