Chelsea Planning Commission OK’s Chelsea Milling Plan, Rezoning Request

Chelsea Milling Company will be moving a 6,000 square foot tool building from Buchanan Street to 301 Hayes St. following approval of both its preliminary and final site plans by the Chelsea Planning Commission at its Aug. 17 meeting.

In other action, following a public hearing about the Grant Street rezoning, the planning commission unanimously approved a recommendation to Chelsea City Council from James and Joline Monaghan to rezone a parcel, located at 508 Grant St., from RC -Recreation Conservation to R-1 – Single Family.

James Monaghan, who purchased the property in 2019 with the intent to use as Single Family Residential, spoke during the public hearing and said that although there are wetlands in the area, they are not on his property.

The land along Grant Street is vacant and was split into four lots and sold as RS-1 (Single Family Residential) after being rezoned from AG-1 (Agricultural) in 2018. Soon after, the Future Land Use Map in the Master Plan identified the property as an opportunity for Recreation Conservation, which was adopted into the 2021 Zoning Map.

Chelsea Community Development Director Julia Upfal said requests from neighboring property owners will be coming to the planning commission at its next meeting.

Also planned for the Sept. 21 meeting, the planning commission agreed to schedule a public hearing for text amendments to the Chelsea Zoning Ordinance. The proposed amendments are residential wall signs, T-1 and T-2 non-residential wall signs, projecting signs, and cluster zoning.
