Promoting from within, Chelsea City Council approves staff changes

The Chelsea City Council unanimously approved three promotions from within its ranks on Tuesday, Aug. 13.

With the impending departure of Clerk/Treasurer Terri Royal, the city’s new clerk will be Laura Kaiser.

Kaiser is currently the deputy clerk and has been with the city since 2010. In addition to her new responsibilities, she’ll receive a 5-percent increase in pay grade.

Karon Barbour, who has been with the city for 12 years in the planning and zoning department, was unanimously appointed as the new deputy clerk.

The city has also decided to split up the clerk-treasurer’s position and the City Council approved Kim Garland as the new city treasurer. In addition, Garland will continue at the city’s administrative director.

Garland’s pay and benefits will remain the same. However, she has asked that her current contract be terminated and she’ll be “managed under the guidance of the city personnel manual and employee handbook — which mirrors the benefits of the administrative team,” said City Manager John Hanifan.

With Christine Linfield, the city’s planning, engineering, zoning and community development director, out on medical leave until the end of the month, Hanifan said he wanted to wait until she returned to fill the position Barbour is leaving.
