CAFA fire chief selection committee develops criteria to hire interim chief

A committee of people representing each of the member municipalities that comprise the Chelsea Area Fire Authority (CAFA) and the firefighters has determined and posted the criteria for selecting an interim fire chief with the pending retirement of Chief Jim Payeur expected to take place in the next month.

Those on the committee are CAFA Board Members Tom Osborne and  Peter Feeney, who is serving as the chairman, Greg McKenzie from Lima Township, Sue Koseck from Sylvan Township, Susanne Vanden-Bosch from Chelsea, Thomas Demske from Lyndon Township and Colt White, who is representing the Chelsea firefighters.

This group was originally convened to develop a process for selecting a new CAFA fire chief, but first, it has taken on the task of developing criteria for choosing an interim chief, which is the most immediate need for the department.

Job Description:  Interim Fire Chief

The Chelsea Area Fire Authority (CAFA) is conducting a search for an Interim Fire Chief.  CAFA was formed in 1999 and serves approximately 15,000 residents in the townships of Lyndon, Sylvan, Lima and a portion of Dexter and Waterloo Townships.  Located 17 miles west of Ann Arbor, Chelsea is a quintessential small city ~ a perfect combination of agricultural heritage and a thriving art scene.  The Chelsea Community has a long, rich tradition of parades, summer festivals and art fairs and is home to the Chelsea Community Fair, a 79-year August tradition.

The Interim Fire Chief is expected to perform a variety of Leadership roles both in the community as well as within CAFA. The Interim Fire Chief will play an active role with Chelsea community leaders, the school district, the Chelsea Police Department and community events and activities. The Interim Fire Chief will be expected to lead a union work-force.

Please note that the Interim Fire Chief will not be eligible for the permanent Fire Chief position.  Estimated start date is Sept. 1, 2016 with an estimated end date of March 1, 2017.

The Interim Fire Chief reports to the CAFA Board and will be held accountable for the overall administration of the department including managing the day-to-day business of the department. The Interim Fire Chief is responsible for:

  • Preparation and administration of the budget
  • Preparation and submission of monthly reports to the CAFA Board regarding the department’s activities
  • Controls and oversees department expenditures
  • Plans departmental operations with respect to equipment, apparatus and personnel; supervises the implementation of such plans
  • Evaluates the need for, and recommends the purchase of, new equipment and supplies
  • Manages labor relations and employee personnel actions
  • Represents the department in a variety of local, county, state and other meetings
  • Participates in community events and activities with CAFA employees

Required Qualifications:

  • Firefighter 1 and 2
  • Fire Officer 3
  • Command experience at Captain or higher
  • Interagency and Employee communication experience
  • Experience with full time and paid on call staff of a union organized department
  • Ability to work with elected officials, residents and the business community
