Chelsea council OK’s first reading of C-4 zoning change

During a short Chelsea City Council meeting on Monday, Oct. 1, elected officials approved a proclamation request to recognize World Polio Day on Oct. 24 and to acknowledge the Chelsea Rotary Club’s 30-year effort to bring awareness to the efforts being made by Rotary to end this disease.

Rotary International has been a driving force in this effort and the Chelsea club plans to host a sidewalk march from The Rock in Pierce Park into downtown Chelsea on Oct. 24 at noon to raise the public’s awareness of the “End Polio Now” campaign.

It’s expected that the official city proclamation will be presented to the Rotary Club at the City Council’s Oct. 15 meeting in advance of the Rotary’s event.

Moving through the business portion in agenda order, the City Council also approved a request by residents of the Vicksburg Drive area from Shiloh Drive to Elm Street for a block party on Oct. 21 from noon to 3 p.m. That area of the street will be closed for this event.

The council also approved the purchase of more than 100 reverse osmosis membranes for the city’s water system from Process Solutions at a budgeted cost of about $19,450 per year for three years for a total cost of about $58,340.

Following a public hearing of the Planning Commission on Sept. 18 during which no comments were received, Christine Linfield, the city’s planning and zoning director, submitted a request to the City Council for an amendment to Chelsea’s zoning ordinance that would allow for automobile rentals as a special use in the Restricted Commercial District (C-4).

The district is located south of Old US-12, along M-52 south to the intersection of Old Manchester Road and along the east side of Old Manchester Road, according to the agenda item explanation.

Also allowed there are special uses such as auto sales and services, RV sales, rentals and services.

The proposed change was requested by Scott Inman of Enterprise Leasing Company of Detroit who would like to open an Enterprise car rental desk at Golling Chrysler Dodge Jeep Ram of Chelsea at 1185 S. Main St.

The City Council unanimously approved on first reading the amendment and voted to place a second reading of the proposed ordinance on the Oct. 15 City Council agenda.

C&D Hughes was unanimously approved as the contractor for planned street improvements that include asphalt replacements, curb replacement and ADA ramp upgrades on Wenley Street from Flanders to Book streets.

The low bid was not to exceed $68,375 and the work is expected to be completed by Nov. 9.

In addition, an additional 10 percent of the bid was set aside for unforeseen conditions that might arise during the work.
