The Chelsea City Council held a work session on Monday night, Aug. 18 to continue discussion concerning two proposals from Lima Township to annex parcels of land into the city for housing developments following requests of the township from two different developers.
The first development is Lima Springs, which would be located behind Chelsea Ridge, as basically an extension of that subdivision, extending east. The main discussion revolved around access for the new development to either Dexter Chelsea Road, which would have to cross the railroad tracks, or to Freer Road through the existing Chelsea Ridge subdivision using either Carston or Auston Lane.
The railroad has stated that no more crossings will be allowed over the tracks, while concerns were raised that traffic is already too heavy on Freer Road, especially during morning and afternoon rush hours, when school is in session.
Christine Linfield, city engineer, zoning and planning director, said that it would be appropriate for the city, as well as Lima Township, to have some actual analysis moving forward, such as a traffic study on Freer Road to be prepared with facts and numbers if and when a Lima Springs development site plan is submitted.
The other development discussed was for an as of yet unnamed mixed use development on 137 acres at Freer and Trinkle roads. Similar concerns were raised about access roads in this situation.
Following the work session, the City Council held its meeting.
A motion was approved Virgil Clark Construction to install a new metal roof on the Waste Water Treatment Plant maintenance building at a cost of $13,390. This bid includes the installation both the 26 gauge steel roof by Virgil Clark Construction, and the gutters for the roof, which will be installed by Jim’s Gutter Service.
In other business, Larry Ledeber was appointed as the final member of the Parks Plan Steering committee, while a block party permit was approved for Summit Street and the street will be blocked off on Aug. 24 from 3-9 p.m. for the event, with Aug. 31 as a rain date.
Mayor Jason Lindauer and Council Member Jim Myles were absent from the meeting.
